Ah. We have rediscovered some basic features of task scheduling systems built into operating systems. Namely that you must force even your busiest tasks to yield sometimes to let other tasks have the CPU.

TLDR with the DMV example where someone shows up with paperwork for 100 vehicles is that this person's single vehicle paperwork is served and then they are sent back in line with remaining 99 vehicle paperworks.

Actually in the US the dealers have their own queue and workers. Not sure why these people didn’t know how that works.
